+ First Aid De-regulation October 2013 What this means?

Changes to legislation in effect from 1st October 2013
- how it impacts your business

On 28th November 2011, Professor Ragnar Löfstedt submitted a report called ‘Reclaiming Health and Safety for all’ – this was an independent review commissioned by the government on Health and Safety regulation and formed part of their plans to reform Britain’s health and safety system.

Following this report the decision to remove HSE approval has been accepted by Government and HSE – this will come into effect for every business on 1st October 2013.

The approval of Professor Löfsted’s report has led to a number of risk and evidence-based changes aimed to:

  • lesson  the regulatory  requirements on business where they do not lead to improved health and safety outcomes, and
  • remove pressures on business to go beyond what the regulations require, enabling   them to reclaim ownership of the management of health and safety.

The Good News

Greater flexibility – Training providers will no longer need to be approved by the HSE allowing businesses to choose a training provider suited to their particular workplace.

Reduced Costs – Through being able to choose training providers, this increased flexibility may lead to a reduction in costs.

Which courses are affected by these changes?

Until Oct 13 HSE required accreditation for three work based first aid courses, these are

  • Emergency First Aid at Work (1 day course)
  • First Aid at Work (3 day course)
  • First Aid at Work Requalification (2 day course)

Is 2nd Chance First Aid approved and accredited to deliver First Aid Training?

YES!!! 2nd Chance First Aid has been watching the First Aid environment since Professor Ragnar Löfstedt's report was published to ensure we where able to continue to deliver nationally recognised First Aid qualifications. We placed ourself as a training centre linked to an OFQUAL awarding body called ITC First Aid Ltd.

What does this mean?

This we are able to continue to offer old HSE approved courses, now under a new banner through OFQUAL and ITC First Aid Ltd.

  • ITC Level 2 Award in Emergency First Aid at Work RQF ( As old EFAW)
  • ITC Level 3 Award in First Aid at Work RQF (As old FAW)
  • ITC Level 3 Award in First Aid at Work RQFF (As old FAWR)

But it doesnt stop there as ITC First Aid Ltd have many more enviroment specific courses already registered on the RQF framework meaning more courses that are more closely tailored to workplace needs.

Testimonial

Neil delivers First Aid training courses to Gloucestershire County Council's staff and foster carers. Neil's training style is friendly but professional  and is always able to develop a good rapport with the group. This ensures that delegates are relaxed to enough to participate in the exercises, ask questions, enjoy & learn from the course. He is enthusiastic when delivering training and individually encourages the delegates with the practical exercises.  Neil draws upon his vast experience & knowledge as a first aider by giving practical examples which delegates always find beneficial. He also ensures that the courses meets the delegates' needs and is therefore very flexible in approach.
We always get positive feedback from Neil's courses and I have personally attended one of  Neil's courses which I thoroughly enjoyed and learnt from. I would not hesitate to recommend Neil for first aid training. (Tracey Stephens, Workforce Advisor, Glos CC)
